The NSI code is a numerical code developed by Statbel, the Belgian statistical office, that is assigned to every administrative entity in order to facilitate the geographical referencing of the statistics produced.
The NSI code is five-characters long:
- The first character refers to the province number.
- The second refers to the administrative district number.
- The last three characters define the unique code of the municipality in the district.
Several municipalities in the Flemish Region will merge on 1 January 2025. Two municipalities in the Walloon Region will also merge on 1 december 2024. These changes concern a total of 30 existing municipalities in eight administrative districts and six provinces.
Following these modifications, Statbel has adapted the NSI codes of municipalities.
Since the parts of municipalities and the statistical sectors are not affected by the mergers, their codes have not been changed. This facilitates comparisons with the previous statistics (it is not possible to just use the new municipality code for the first five positions because it would generate duplicates due to the mergers). The geographical files and the statistical tables will contain, next to the field with the statistical sector code, a field with the NSI code of the municipality.

Description
Belgium is divided according to a hierarchical system introduced by the French in 1796. The administrative division is based on four territorial units: regions, provinces, administrative districts and municipalities. Municipalities are the basic units, and therefore each higher-level territorial unit comprises several municipalities.
Structure
Level 1: 3 regions
Level 2: 10 provinces
Level 3: 43 administrative districts
Level 4: 565 municipalities (581 until 31/12/2024)

INS codes for the new municipalities following the mergers of 2 December 2024 and 1 January 2025
28 Flemish municipalities will merge on 1 January 2025. In addition, two Walloon municipalities will merge on 2 December 2024. Statbel has assigned INS codes to these new municipalities. Statistics will be produced according to this new nomenclature from the reference period of 1 January 2025.

15 communes flamandes ont fusionné au 1er janvier 2019. Statbel a attribué de nouveaux codes INS à ces nouvelles communes à partir du 01/01/2019.
Voici les nouveaux codes:
- Meeuwen-Gruitrode et Opglabbeek: Code INS 72042 (nouveau nom : Oudsbergen)
- Neerpelt et Overpelt: Code INS 72043 (nouveau nom : Pelt)
- Kruishoutem et Zingem: Code INS 45068 (nouveau nom : Kruisem)
- Aalter et Knesselare: Code INS 44084 (nouveau nom : Aalter)
- Deinze et Nevele: Code INS 44083 (nouveau nom : Deinze)
- Puurs et Sint-Amands: Code INS 12041 (nouveau nom : Puurs-Sint-Amands)
- Waarschoot, Lovendegem & Zomergem: Code INS 44085 (nouveau nom : Lievegem)
En outre, diverses modifications ont été apportées aux arrondissements administratifs de la province du Hainaut. Statbel a donc modifié le code INS des communes concernées comme suit :

Tableau de conversion entre codes postaux et codes des communes

- Méthode : le traitement est basé sur la comparaison de deux jeux de données, à savoir le recouvrement du jeu de données des cantons postaux de Bpost et du jeu de données Unités administratives – Communes de l’Administration Générale de la Documentation Patrimoniale du SPF Finances.
- Contraintes : dans la plupart des cas, il existe une relation biunivoque entre les codes postaux et les codes des communes, à l’exception de 1040 (Etterbeek), 1050 (Ixelles) et 1804 (Cargovil).
